Evaluating Congress - 2006 Election Edition

The formula I used for computing the scores was as follows:
(((((ACU Lifetime + ACU 2005) / 2) + NJCC 2005) - ADA 2005) + 100) / 3 = RPI

The RPI, or Right Place Index, is then rounded to the nearest whole number.

With this formula, we get an excellent cross-section of opinion from the three most respected and often-cited Congressional score-keepers: one conservative, one non-partisan, and one liberal, and thus, I believe, the most fair evaluation possible.

The higher the score, the more conservative a given member of Congress is.

The lower the score, the more liberal a given member of Congress is.

Now, some of you who are familiar with my older version of the RPI (from February 2005) may be asking: Why a different and seemingly so much more complex formula this time? Last time, many folks complained that the scoring range (-100 to +200) was a bit confusing. In retrospect, I am inclined to agree. The formula is now set up so that the results fall into a much more easily understood scale (0-100).

Why use two scores from the ACU and only one from the other two sources? Simple: The ACU gives both yearly and lifetime data for all Congressmen and Senators, the other sources only offer yearly assessments. (Note: ADA's site shows links to lifetime ratings, but most of the links are broken and others are outdated by several years!) I designed the formula to average the two ACU scores together, and then use the average to comprise only one third of the RPI, same as the other two sources, so it has no more or less weight in the final result. What it does do, however, is help to control a bit for a temporary off-character year of voting by balancing it against a Congressman's or Senator's entire career. By using the yearly assessment as well, we are getting a better snapshot of how someone is voting nowadays. This is particularly important in the case of members who have switched parties, and whose lifetime and 2005 scores may differ by quite a bit. I felt this helped keep the data a little more honest. If the other two sources begin to offer lifetime scores that I am able to find, I would very much like to incorporate them into the scoring in much the same way in the future.

  • The American Conservatives Union

  • A conservative lobbying group which keeps tabs on all of the members of Congress and how they vote on key issues of import to conservatives:

    Since 1971, the American Conservative Union has published an annual "Rating of Congress." We rate each member of the House and Senate on a scale of 0 to 100, based on votes cast on a wide range of issues. The ratings are designed to show how members voted on all the major issues in order to gauge their adherence to conservative principles.

  • The National Journal

  • A well-regarded independent political journal which rates members of Congress with both a composite conservative score and a mirror-image (thus unnecessary here for my purposes) composite liberal score. This should be considered the most objective measure of the three:

  • Americans for Democratic Action

  • A left-wing lobbying organization that also grades members of Congress based on how they vote on certain issues important to them - i.e., if they tend to vote what I would consider to be the wrong way on most issues, they score highly, and if they tend to vote what I would consider to be the right way, they score poorly. Hence, the subtraction, I do not like to see anyone scored highly by this bunch!

    Since ADA's founding in 1947, the Annual Voting Records have served as the standard measure of political liberalism. Combining 20 key votes on a wide range of social and economic issues, both domestic and international, the Liberal [Quotient] (LQ) provides a basic overall picture of an elected official's political position.

    Newer members of Congress, who won special elections to fill vacancies in 2005 and 2006 (2 California Congressmen and 1 Congresswoman from Ohio), have not yet compiled a score on the Index due to the lack of data necessary to properly compute one. These individuals are, therefore, unrated for the time being.

    I was also unable to compile complete data on House Speaker Denny Hastert (IL-14), due to the fact that the Speaker often does not cast a vote on many issues as a matter of procedure, meaning some groups do not bother to rate his voting record, as it is incomplete at best.

    It also irks me that I couldn't find all of the necessary data for Democrat Bob Menendez (NJ-Senate), likely due to his shift from the House to the Senate after Jon Corzine became NJ Governor.

    I have also separated out districts where the sitting member is not standing for re-election, or is trying to move up from the House to the Senate, thereby leaving an open seat. Their scores are still computed in the state composite, but they are listed separately at the bottom of their state's delegation.

    State composite RPI's were computed by adding together the RPI's of every member of Congress for whom they were available from that state and dividing by the total number of available RPI's. For this reason, a state's RPI will not be as reliable if the delegation has unrated members. (States affected: CA, IL, NJ, OH)

    Beware of Liberal Wolves in Moderate Sheeps' Clothing!

    Before we go any further, let me state for the record that this is not a completely non-partisan evaluation of the sitting members of the House and Senate! No comments this time around about how I shouldn't have injected politics into this, please, that's what it is all about! I am a conservative who intends to vote Republican for any and all federal offices in every election in the foreseeable future, and to make damn certain that I actually do vote, because I believe that far too many of the Democrats have lost their feeble little minds and have become a danger to the well-being of this country! I also feel that a vote for any Democrat is a vote to put the far-left fringe who run the party in charge of the country, something I will never be a part of! I also hope to convince everyone else that I can reach to vote the same way I do. If you don't like it, get over it - it' s called Free Speech. (Unlike abortion, rights for foreign terrorists and gay marriage, it's actually in the Constitution, look it up sometime.)

    Single digit numbers are bad. Very bad. If a Senator or Representative should register a 10 or below on the scale, I would feel quite confident in labeling them as being on the left-wing fringe. Even 20 or below is pretty far out there. I would rate every one of those folks as a miserable failure!

    Democrats who are above the 20 RPI level can sometimes be reasonable, but one must always remember that they usually hold little or no sway on their party's hard-core liberal leadership, yet vote to put those same hard-core liberals in charge in votes on organization of leadership and committees. If you learn nothing else from this exercise, always remember that!

    Any Republican managing a 60 or better gets a passing grade as far as I am concerned, but let us be very careful about condemning those with lower grades. A moderate Republican is far, far better for the country than any liberal Democrat who might replace them if we on the right deign to punish them by sitting out an election to "teach them a lesson." Besides, in certain areas of the country, hardline conservatives couldn't get elected, or would likely be booted out of office in short order if they voted that way. To discard individuals who may be of a more moderate nature than we may prefer is to discard any chance to be in the majority and advance the conservative agenda. It would only serve to relegate ourselves to irrelevance as we watch the liberals advance theirs! Even the worst scoring Republicans vote to put their fellow Republicans in charge of the House or Senate and all of the committees therein. That is another lesson that you must never forget!

    Obviously, scores of 80 and up generally make for a pretty solid conservative. Do we really need any fewer of these people in office because you are upset that the whole of your own personal agenda is not being passed quickly enough? Just how do you think things are going to be under the auspices of a Democrat run Congress? Good luck seeing anything positive come out of it!

    True moderates of either party would, by definition, be somewhere in the general area of a 40-60 RPI. Any Congressmen or Senators, including those so-called "mainstream" Democrats, who claim to be "moderate", but do not meet this standard, are full of it! To more fully illustrate my point, even using a more generous range of 30-70 would still pretty much exclude the entire leadership of the Democrats --- Why, even going so far as to use a range of 20-80 (which would be ridiculous) would still leave most of their leaders out on the fringes!

    Notice a pattern here? Yeah, a real pack of "moderates" among the top tier of the party, huh? The next time they get all huffy about being labeled as "liberals", just remember a couple of old sayings: 1) The truth hurts; 2) If the shoe fits, wear it!

    Now, are you going to sit this election out and let them gain control of our government, or are you going to get in there and fight? Losing is not an option!
